Children in the foster care system, across the U.S. age out every day.  They do not have families and generally become part of the homeless population.  Recruitment  (and subsequent training and support, both pre and post adoption) of families to adopt these children, ages 5-17, targets this growing issue and helps to prevent it's rising numbers.  Families of all ages, races, classes, single parent, couples, same sex couples, etc., are sought to become adoptive parents and give these chidlren families to belong to and grow in.  The children come from foster care, throughout the U.S. and have monthly stipends, to assist adoptive families in caring for them.  In some cases, the states form whence they come pay for college at state college, IF adopted.
The non profit that I work with does not recruit for families for infants, toddlers and foreign country adoptions, we work ONLY to find families for the children 5-17, in the foster care system in our country, in an effort to prevent their future homelessness.  We  are most definitely, perpetually in need of assitance with this.
